The idea is very nice! Long shutter photos of water are very cool! However for a best result you must use a tripod or have the camera perfectly steady! We can see by looking at some elements of the composition (trees and a"wall" in the BG) that you shook a little! Try doing it again with the camera perfectly steady, and try to fix the sewage lid in the mid right.
